Parks Director

The Director/Superintendent must be able to meet the requirements, duties and responsibilities described in the attached Position Description and will be under the direct supervision and authority of the Parks & Recreation Board of Directors. 

Incumbent serves as Director/Superintendent for Morgan County Parks and Recreation department, responsible for planning, organizing, and directing activities of Department, including park development, maintenance, recreation programs, walking trails, facilities, and outdoor programs.

DUTIES:

Supervises assigned staff, including developing policies and procedures, ensuring compliance with operations policies, procedures and related regulations, managing and monitoring work performances, establishing specific goals, planning, and delegating work assignments, and directing and implementing programs and services through County Commissioners and staff.

Represents Morgan County Parks and Recreation Department to elected officials, citizen groups, local communities, school systems, other government entities, and organizations, including preparing and presenting written and oral reports and recommendations to County Commissioners, County Auditors, 4H, Soil and Water Commission, County Council, schools, CVB, Community Foundations, staff, and citizen groups.

Manages Department financial resources, including researching, developing, and administering Department and capital improvements budgets, assigning and assisting staff with applying for and administering relevant grants, administering grants awarded to Department and preparing required reports, reviewing and approving bills, invoices, purchase orders, contract and various financial resource documents, and creating and/or approving budget adjustments.

Oversees contract negotiations with private sector providers and intergovernmental agreements with school districts and various government entities and negotiates agreements and contracts on behalf of Morgan County Parks and Recreation Department.

Formulates Master Plan long and short-range goals and objectives and various strategic documents.

Demonstrates continuous efforts to improve operations, decrease turn-a-round times, streamline work processes, and works cooperatively and jointly to provide positive public relations and service.

Serves and participates on various Morgan County and regional agencies by attending and serving as Morgan County Parks and Recreation representative, conferring with County, State, and Federal agencies regarding plans and priorities for existing and planned programs.  Participates on various ad hoc committees.

Operates various hand and/or power tools in performance of duties, including, but not limited to, rotary mower, weed eater, and chain saw.

Performs related duties as assigned.

I.   JOB REQUIREMENTS:

Baccalaureate degree in Parks Administration, Recreation, or Resource Management or minimum of five (5) years work experience in Parks Administration and additional ten (10) years, hands-on work experience in a Parks Department. Master’s degree preferred.

Must be at least twenty-one years of age.

Thorough knowledge of and ability to make practical application of Department policies and procedures and applicable local, State and Federal rules and regulations, such as Department of Natural Resources and Environmental Protection Agency.

Working knowledge of County and Department financial management requirements and ability to perform arithmetic calculations, prepare and administer operating budget and grants, ensuring cost-effective operations and maintenance of accurate records.

Working knowledge of standard office procedures and computer programs used by the Department, and ability to apply such knowledge to a variety of interrelated processes, tasks and operations.

Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence, grants, ordinances, policies and procedures, and written reports as required.

Ability to supervise assigned staff, including developing policies and procedures, ensuring compliance with operations policies, procedures and related regulations, managing and monitoring work performances, establishing specific goals, planning, and delegating work assignments, and directing and implementing programs and services through County Commissioners and staff.

Ability to operate standard office equipment, such as computer, telephone, calculator, copier, laminator and printer. 

Ability to effectively communicate orally and in writing with co-workers, other County departments, Park and Tourism boards, funding agencies, volunteers, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to prepare and present written and oral reports and recommendations to County Council, Park Board Directors, staff, and citizen groups.

Ability to read and interpret general correspondence, technical reports and data, memorandums, letters, policies, laws, guidelines, procedures, and engineering studies.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to compare or observe similarities and differences in data, compile, analyze and evaluate data, and make determinations based on data analyses.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to work independently and with others in a team environment, often amidst frequent distractions and interruptions, and on several tasks at the same time.

Ability to regularly work evenings, extended hours and/or weekends, and travel out of town for meetings, training, and conferences.

Ability to occasionally respond to emergencies on a 24 hour rotating basis.

Possession of a valid driver's license and demonstrated safe driving record.

II.   DIFFICULTY OF WORK:

Incumbent develops and implements Department goals and objectives within broad, general policies of various governing boards and funding agencies, exercising independent judgment in planning and coordinating programs, and supervising and directing personnel.

III.   RESPONSIBILITY:

Incumbent works with minimum supervision, discussing unusual or unprecedented situations with governing boards at incumbent's discretion.  Work is reviewed primarily for attainment of objectives and effect on Department goals and objectives.

IV.   PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with County Commissioners, co-workers, other County Departments, Park and Tourism boards, funding agencies, volunteers, and the public for purposes of exchanging and explaining information, coordinating operations, and supervising and directing personnel.

Incumbent reports directly to County Commissioners.

V.   PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, outdoors, and/or vehicle, involving sitting/standing for long periods, sitting/walking at will, lifting/carrying objects weighing 50 pounds or more, bending, reaching, crouching/kneeling, driving, crawling in confined spaces, pushing/pulling objects, climbing stairs/ladders, close/far vision, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects.  Incumbent may be required to work in extreme temperatures, wet/icy surroundings, near fumes, gases, chemicals, dust, and dirt. Incumbent must wear protective clothing or equipment, such as rubber gloves, hearing and eye protection, and safety vest when operating hand and/or power tools to prevent injury to self. 

Incumbent is required to regularly work evenings, extended hours and/or weekends, and travel out of town for meetings/training, sometimes overnight. Incumbent occasionally responds to emergencies on a 24 hour rotating basis.
