Inspector/Recycling Operations Coordinator
Incumbent serves as Inspector for Morgan County Weights & Measures Department, responsible for enforcing all laws and local ordinances pertaining to weighing, measuring, and timing devices, and serving as recycling operations coordinator including assisting residents and serving as Director in their absence. This is a full-time position with benefits.
DUTIES:
Enforces local ordinances and issues citations and fines for violations. Receives and receipts funds collected for violations and maintains documentation.
Conducts regular on-site inspections and testing of all weighing, measuring, and timing devices at various business sites, including but not limited to, motor fuel dispensers, retail sales, and wholesale and industrial metering systems.
Completes reports at inspection sites, including notations of items tested, discrepancies found, action taken, intensions for follow-up verifications, and proprietor’s signature.
Conducts follow-up inspections, assuring proper resolution of violations and takes additional action as situations demand, including confiscating equipment, closing businesses, and contacting law enforcement agencies.
Schedules special seasonal or timely inspections to prevent violations when they are most likely to occur, including conducting random evening checks at gas stations, verifying pump and sign price agreement, and monitoring pumps to assure proper working order.
Makes random checks of pre-packaged goods, weighing packages to verify reported weight, checking tare allowances, and reviewing labels to assure complete and accurate compliance with labeling codes.
Responds to complaints and inspection requests from members of general public, evaluating nature of problem and conducting on-site inspections to verify and/or resolve violations.
Monitors the county for new establishments and/or additional weighing, measuring, and timing devices, assuring proper registration for all equipment, performing inspections, and updating department records.
Schedules inspections by law or deemed necessary and affixes approval stickers to equipment, as needed.
Completes monthly and annual inspection reports for County Commissioners and State Board of Health, reporting statistical totals and describing special problems or cases. Completes special violation reports for County Prosecutor and testifies in court, as needed.
Maintains contact with Health Department personnel to share field inspections information concerning potential health/measurement violations. Communicates with State Division of Weights and Measures to provide reports, request back-up support, or trace inter county violations, as needed.
Attends seminars to review changes in applicable laws and regulations and receives training on new testing/inspection equipment and proper procedures. Serves as a member of Indiana State Association of Inspectors and other professional organizations, as needed.
Prepares and submits annual budget request for department, administering budget upon approval.
Maintains department inspection equipment and vehicles, including cleaning, checking fluids, checking tire air pressure, and arranging schedules for maintenance and repair.
Serves as Recycling Operations Coordinator including assisting residents with recycling procedures and materials sorting, monitoring incoming materials for compliance with policies, maintain site safety, cleanliness, and operations readiness. Assists with recycling education and outreach as needed. Provides operational coverage in absence of Recycling Director.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
High school diploma or GED.
Ability to meet all departmental hiring requirements, including completing state training and obtaining certification from Indiana State Weights and Measures Department.
Thorough knowledge of all federal, state, and local rules, regulations and laws concerning the proper use and maintenance of weighing, measuring, and timing devices.
Thorough knowledge of accepted principles and practices concerning the inspection and testing of measurement/weighing/timing devices, with ability to ensure compliance with legal requirements and effectively apply appropriate inspection and testing procedures.
Practical knowledge of various scales, sensitivity requirements, and ratio (load) tests and ability to properly operate and maintain electronic, computerized, and mechanical testing equipment, such as weights, provers, scales, and timing clocks.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare written reports as required. Ability to maintain accurate and organized records.

Ability to work alone with minimal supervision and work on several tasks at the same time, occasionally under time pressure.
Ability to apply knowledge of people and locations and plan/layout assigned work projects.
Ability to testify in legal proceedings/court, as needed.
Ability to occasionally work extended hours, evenings, and weekends and travel out of town for conferences and equipment, sometimes overnight.
Possession of a valid driver’s license and demonstrated safe driving record.
II. DIFFICULTY OF WORK:
Incumbent’s duties are broad in scope and involve many variables and considerations. Majority of duties are performed within clear and well-defined guidelines that are applied to specific tasks. Incumbent exercises judgment in interpreting precedents and applying codes to varying situations.
III. RESPONSIBILITY:
Incumbent performs duties within general guidelines where desired results are indicated. Incumbent is responsible for addressing unusual problems and/or circumstances and may discuss these with supervisor. Incumbent’s decisions have a substantial impact on departmental operations, and work product is primarily reviewed for compliance with legal requirements and department policy.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, government and law enforcement officials, business owners, and the public for purposes of giving and receiving information, rendering service, and presenting subject matter.
Incumbent reports directly to the County Commissioners and Recycling Director.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a vehicle and an outdoor environment, involving driving, sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing over 50 pounds, pushing/pulling objects, crouching/kneeling, bending/reaching, far vision, color perception, hearing sounds/communication, speaking clearly, handling/grasping/fingering objects, walking on uneven terrain, working in extreme hot/cold temperatures, working in wet/icy surroundings, working near fumes/odors/dust/dirt, working in a noisy environment and confined areas, and working in high places. Incumbent may be exposed to potential irate/hostile individuals. Safety equipment, such as rain gear, gloves, goggles, and steel toed shoes, must be worn while in the field or as necessary.
Incumbent frequently works extended hours, evenings, and weekends and travels out of town for conferences and equipment, sometimes overnight.

The Inspector is an appointive position. Specific job duties and job requirements are established at the discretion of the County Commissioners.
