Laborer/Driver for the Morgan County Highway Department, responsible for maintaining roadways and adjacent areas, and driving/operating vehicles and equipment.

DUTIES:

Assists with maintaining roadways and adjacent areas, including, but not limited to county drains, ditches, and bridges. Installing, repairing, and/or clearing drainage pipes, culverts, catch basins, bridges, and guard rails.

Clears roadways and adjacent areas, including, but not limited to, sweeping roadways and intersections, mowing grass, trimming/removing  trees, and clearing weeds and brush away from roadways, guard rails, and signs.

Drives and operates non-CDL county vehicles and equipment following safety procedures including, but not limited to, transporting materials/equipment to and from work sites.

Ensures minimal disturbance to the public, including performing traffic control around work sites and setting up barriers for road closures.

Maintains vehicles and equipment, including performing daily inspections, checking, and filling fluids, and cleaning. Maintains records of maintenance performed.

Maintains daily work records, such as location worked, work performed, and mileage and materials used. Reviews and transmits information to Foreman and Department office.

Assists other County departments, including delivering, and picking up equipment, and preparing locations for public events, such as fairs.

Performs seasonal duties, including removing snow/ice and mixing/applying salts and abrasives.

Perform related duties as assigned. 

SKILLS AND KNOWLEDGE:

High school diploma or GED.

Must be at least 18 years old.

Ability to meet all department hiring requirements,  including passage of a drug test.

Working knowledge of with ability to make practical application of department safety policies and procedures, including OHSA guidelines.

Working knowledge of assigned department vehicles and equipment with ability to maintain roads and highways, performing maintenance, and follow safety measures.

Working knowledge of standard English grammar, spelling, and punctuation, with ability to prepare activity reports.

Ability to properly operate various hand and/or power tools in performance of duties, including hammers, screw drivers, wrenches, drills, power saws, air nozzles, air compressors, ratchets, brooms, and other equipment as needed.

Ability to properly operate various machinery and equipment in performance of duties, including street sweepers, pressure washers, mowers, woodchippers, and other equipment as needed.

Ability to physically perform assigned duties, including sitting/walking at will, sitting/standing/walking for long periods, walking on uneven terrain, driving, lifting/carrying/pushing/pulling objects weighing more than 50 pounds, handling/grasping objects, bending, driving, close/far vision, depth perception, hearing sounds/communication, and speaking clearly.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to, or maintain confidentiality of, department information and records according to state requirements.

Ability to effectively communicate orally and in writing with co-workers, other county departments, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work rapidly for long periods on several tasks at a time, often under time pressure.

Ability to apply knowledge of people and locations.

Ability to prepare detailed reports, such as activity and maintenance reports.

Ability to regularly respond to emergencies on a 24-hour basis and from an off-duty status and occasionally work extended hours, evenings, and weekends and serve on 24-hour call on rotation basis. 

Possession of valid Indiana driver’s license and demonstrated safe driving record.

RESPONSIBILITY: 

Incumbent performs various duties with schedules and work priorities determined by a supervisor and the service needs of the public. Incumbent follows standard operating procedures or policy and procedural manuals. Incumbent must have supervisor’s permission  to deviate from standard operating procedures. 

Incumbent reports directly to Crew Boss.

PHYSICAL EFFORT:

Incumbent’s duties involve sitting/walking at will, sitting/standing/walking for long periods, driving, lifting/carrying/pushing/pulling  objects weighing more than 50 pounds, handling/grasping objects, bending, close/far vision, depth perception, hearing sounds/communication, and speaking clearly. Strain may be intense for frequent or moderate duration and effort is exerted regularly for sustained periods, usually in connection with such duties as pulling heavy objects.

WORKING CONDITIONS:

Incumbent performs duties outdoors, in a garage/shop, and in vehicles/heavy equipment, including exposure to extreme temperatures, wet/icy surroundings, fumes, odors, dust, dirt, chemicals, and noisy environments. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing and equipment. 

Incumbent regularly responds to emergencies on a 24-hour basis and from an off-duty status and occasionally works extended hours, evenings, and weekends and serves on 24-hour call on rotation basis.
