County Administrator
Incumbent serves as County Administrator for the Morgan County Commissioners, responsible for assisting the Commissioners in administration and enforcement of policies and resolutions, overseeing day-to-day activities of all County government functions, and ensuring continuity of service to County employees and members of the public.
DUTIES:
Provide day to day oversight, supervision, and direction to all Commissioner appointed department heads and departments otherwise under the control of the Commissioners, pursuant to the organizational chart in County Administrator Resolution.
Attend all County Commissioner and County Council meetings and other county meetings at the direction of the Commissioners and report on findings or actions.
Prepare and submit reports as requested or that are considered advisable.
Administer and carry out the directives, policies and resolutions of the Commissioners and enforce all orders, resolutions, ordinances, and regulations of the Commissioners to ensure that they are complied with.
Prepare and submit an annual budget and capital program budget for Commissioners’ consideration and approval.
Review other departmental budgets and provide input to department heads/elected officials and Commissioners as needed or directed.
In conjunction and coordination with various County employed maintenance personnel, department heads, and outside vendors when necessary, ensure all county owned or county leased buildings and facilities are maintained in a safe and efficient manner, and in a manner appealing to the public.
Assist in achieving operational efficiencies within the county agencies under the Commissioners control.
Supervise and assist human resources with compensation matters, job ratings, and related issues as needed.
Supervise and assist the Commissioners’ Executive Assistant, providing back-up support where necessary.
In coordination with the Executive Assistant, serve as a liaison for the Commissioners, facilitating communication with other County personnel, various elected and appointed positions and officials, vendors, news media and other local agencies.
Strive to build a consensus on various issues that may have diverse opinions from a variety of officials, including conflict resolution between officials, departments heads and employees as necessary.
Review leases, contracts and other agreements including consultant services for the County, subject to approval by the county Attorney and Commissioners and/or Council. Monitor all leases, contracts and other agreements to ensure that all agreements are in compliance and notify Commissioners of any violations or exceptions.
Develop and maintain a unified fleet management system for the effective management, ongoing maintenance and procurement of all county-owned vehicles.
Assist Human Resources, Auditor’s office, and other offices where needed on comprehensive safety and risk management programs for the County.
Receive complaints from citizens and refer them to proper departments for resolution and follow up to assure satisfactory resolution of situations.
Serve as day-to-day representative for the Commissioners in all matters and report activities to the Commissioners.
Attend various conferences relevant to the operation of County government.
Performs related duties as assigned.
JOB REQUIREMENTS:
Bachelor’s degree in Public Administration, Business Administration with five (5) years of public service experience, or degree relevant to government work and a minimum of ten (10) years of governmental management experience. A Master’s degree in Public Administration (MPA) or Business Administration (MBA) with two (2) years experience preferred.
Degrees relevant to government work, such as civil engineering will be considered in lieu of administration degrees, with conjunction of other relevant work experience.
Thorough knowledge of modern principles, practices and theory of public administration and Indiana County governmental administration with ability to apply general rules and regulations to specific problems involving County Commissioners, departments, staff, and the public.
Thorough knowledge of standard policies, practices, and legal requirements of the department and ability to apply appropriate procedures accordingly.
Working knowledge of standard English grammar, spelling and punctuation, accounting terminology, and ability to prepare correspondence and detailed reports as required.
Knowledge of the fiscal, legislative, and executive functions of the County Commissioners, and ability to make practical application of specified rules and regulations in performing interrelated tasks.
Ability to properly operate standard office equipment and software programs used by the department, such as Microsoft Office application , computer, calculator, fax machine, copier, transcriber, and telephone.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to effectively communicate orally and in writing with co-workers, other County departments, elected officials, department heads, other boards and agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to compile, collate, or classify data.
Ability to work alone with minimum supervision and with others in a team environment.
DIFFICULTY OF WORK:
Incumbent applies specialized knowledge of public administration to the overall operation of County departments, and performs according to standard policies and procedures and standard practices of the profession. Independent judgment is required in developing and implementing policies and procedures.
RESPONSIBILITY:
Incumbent is responsible for proper and timely completion of assigned tasks, where intended results are clearly specified. Unusual situations or problems may be discussed with supervisor but incumbent’s decisions on a wide array of complex issues have a major impact on departmental operations. Work product is periodically reviewed for soundness of judgment and overall conformity with departmental standards.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, elected officials, department heads, other boards and agencies, and the public for purpose of receiving and giving information and rendering services.
Incumbent reports directly to County Commissioners.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing less than 25 pounds, bending, reaching, handling/grasping/fingering objects, keyboarding, color perception, close vision, speaking clearly, and hearing sounds/communication.
OTHER:
The County Administrator is an appointed position of the Board of County Commissioners. The specific job duties and job requirements are established at the discretion of the Board of County Commissioners in accordance with applicable Indiana Statutes. The incumbent appointed as County Administrator serves at the pleasure of the Board of County Commissioners and may be terminated by the Board of County Commissioners at any time.
