Maintenance Director

Incumbent serves as Maintenance Director for the Morgan County Maintenance Department, responsible for organizing and directing maintenance operations, supervising assigned staff, and overseeing the development and control of the department budget. 

DUTIES: 

Plans, organizes, directs, and performs the maintenance, repair, construction, and janitorial/grounds upkeep for the County-owned and leased properties. 

Directs maintenance operations by identifying requirements, forecasting resources, providing oversight for construction projects and daily repair tasks. 

Drafts, presents, and oversees the development and control of the department budget. Supervises assigned staff, including interviewing and making hiring decisions, 

planning/delegating work assignments, to assigned staff, performance evaluations, and providing training to assigned staff. 

Provides overall maintenance department goals, processes, or procedures to accomplish company objectives. 

Coordinates with Commissioners and County Administrator to prepare a capital improvement plan for County-owned and leased properties, and prepares bid information for contract projects. 

Creates a preventive maintenance system as well as ensuring functionality of day-to-day operations and procedures. 

Prepares and submits department budget and administers annual budget upon approval. 

Evaluates condition of assigned department equipment for maintenance, repair, and replacement, and establishes specifications, prices, and purchases equipment upon approval. 

Coordinates with maintenance personnel and Work Release Director to ensure resources are used to the fullest, in assisting with the maintenance and upkeep of County property. 

Organizes facilities to be used for special events and promotes a positive image of all County facilities to the public. 

Inspects operating machines, equipment and systems for conformance with operational standards. 

Performs maintenance operations, repair and alteration of County buildings and grounds, and ensuring efficient completion of projects. 

Operates a variety of hand and/or power tools in performance of duties, including, but not limited to, hammers, screw drivers, wrenches, drills, power saws, ratchet, files, mop, deburring/deflating tools, ladders, and other tools as needed. 

Develops and maintains inventories of equipment and supplies. 

Performs plumbing, electrical, mechanical, and carpentry operations. Prioritizes repairs and improvements of equipment and property in an efficient manner. 

Schedules and oversees work from outside vendors to ensure work is completed safely and efficiently. 

Ensures all health, safety, and regulations are followed. 

Develops and maintains inventories of equipment and supplies in UPKEEP program for maintenance and custodial staff needs. 

Manage relationships with contractors and service providers. Performs related duties as assigned. 

SKILLS AND KNOWLEDGE: 

High school diploma or GED, with a minimum of five (5) years maintenance experience required. 

Three (3) years of maintenance or custodial supervisor experience preferred.

Must be at least 18 years of age.

Ability to meet all department hiring requirements, including passage of a drug test. 

Working knowledge of and ability to make practical application of department safety policies and procedures and basic janitorial and sanitation requirements for assigned areas of responsibility. 

Knowledge of safety precautions and practices applicable to working with a variety of cleaning chemicals and pesticides, with ability to read and understand equipment manuals and label directions for correct mixing and use of cleaning supplies and/or pesticides. 

Working knowledge of maintenance practices, building upkeep, and basic carpentry, plumbing, electrical and mechanical trades, with ability to complete renovations/repairs on buildings and equipment. 

Ability to supervise assigned staff, including interviewing and making hiring decisions, planning/delegating work assignments, to assigned staff, performance evaluations, and providing training to assigned staff. 

Ability to operate a variety of hand and/or power tools in performance of duties, including, but not limited to, hammers, screw drivers, wrenches, drills, power saws, ratchet, files, mop, deburring/deflashing tools, ladders, and other tools as needed. 

Ability to operate a variety of equipment in performance of duties, including, but not limited to, grinder and lawn mower. 

Ability to physically perform custodial duties, including sitting/walking at will, pushing/pulling objects, lifting/carrying items weighing more than 50 pounds, sustained physical effort, bending, crouching, reaching, prolonged standing/walking, climbing ladders, handling/fingering objects, close and far vision, hearing sounds/communication, driving, and depth perception. 

Ability to work alone with minimum supervision. 

Ability to effectively communicate orally and in writing with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities. 

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. 

Ability to provide public access to or maintain department information and records according to state requirements. 

Ability to read/interpret detailed specifications. 

Ability to count/make simple arithmetic additions/subtractions. 

Ability to understand, memorize, retain, and carry out written or oral instructions. 

Ability to occasionally works extended hours, weekends, and evenings. Possession of a valid driver’s license and demonstrated safe driving record. 

RESPONSIBILITY: 

Incumbent receives indirect supervision. Work priorities and schedules are primarily determined by supervisor. Assignments are guided by definite objectives using a variety of methods or procedures. Incumbent plans and arranges own work and only refers to supervisor for unusual matters, such as policy interpretations. Incumbent has moderate flexibility in the job. Work errors are primarily detected or prevented through standard safety procedures or notification from other County personnel or the public. 

Incumbent reports directly to County Commissioners. 

PHYSICAL EFFORT: 

Incumbent's duties involve standing/walking for long periods, sitting/walking at will, lifting objects weighing over 50 pounds, carrying and pushing/pulling objects, reaching, bending, crouching/kneeling, far vision, color perception, driving, handling/grasping/fingering objects. Strain is not prolonged and effort is exerted for short to moderate periods of time, usually in connection to such duties as mowing lawns and clearing snow/ice from walkways. 

WORKING CONDITIONS: 

Incumbent performs duties in both indoor and outdoor settings, involving exposure to cleaning chemicals, fumes, dust, dirt, power equipment, heights normally associated with maintenance duties, varying weather conditions, extreme temperatures, and wet/icy/ slippery surfaces. Safety precautions must be followed at all times to avoid injury to self and others. 

Incumbent regularly works extended hours, and occasionally works weekends and evenings. 

OTHER: 

The Maintenance Director position is an appointive position of the County Commissioners. Specific job duties and job requirements are established at the discretion of the County Commissioners. A person appointed to the Maintenance Director position serves at the pleasure of the County Commissioners, works exclusively for the County Commissioners, and may be terminated by the County Commissioners at any time.
