Incumbent serves as Permits Coordinator for the Morgan County Plan Commission, responsible for performing technical and clerical tasks to support Plan Commission activities, and assisting the public.

DUTIES:

Provides technical assistance to the Plan Commission and the Board of Zoning Appeals.

Receives applications, reviews plats or files for meetings, and distributes technical review reports.

Types correspondence and maintains building permit files and database.

Answers telephone and greets customers at counter, responds to questions or complaints or forwards to appropriate person, records and forwards messages, prepares permit applications with customer, reviews information needed for permit, collects fees and issues receipts, and schedules inspections.

Performs various clerical duties as assigned or as required.

Performs related duties as assigned.

JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED required, and three (3) to five (5) years of clerical and administrative experience in related field preferred.

Working knowledge of standard office practices and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge and ability to make practical application of department policies, procedures and legal requirements, and ability to prepare, process, and maintain property records, including computer files, maps, and plats.

Working knowledge of standard English grammar, spelling, and punctuation and ability to type and complete department reports within established deadlines.

Ability to perform required arithmetic calculations and compile data and reports.

Ability to type with speed and accuracy and properly operate standard department office equipment, including calculator, copier, computer, fax machine, postage meter, and telephone.

Ability to effectively communicate orally and in writing with co-workers, other County departments, realtors, Board of Health, Board of Zoning Appeals members, township trustees, contractors, attorneys, inspectors, developers, engineers, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to, or maintain confidentiality of, department information and records according to state requirements.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to work alone with minimum supervision and work with others in a team environment.

Ability to work on several tasks at the same time and work rapidly for long periods often amidst frequent distractions and interruptions, occasionally under time pressure.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to occasionally work evening hours.

Possession of a valid driver’s license and demonstrated safe driving record.

RESPONSIBILITY:

Work priorities are primarily determined by a flexible, customary routine. Assignments and objectives are set jointly by supervisor and incumbent. Incumbent follows standard operating procedures and must have supervisor’s permission to deviate from standard operating procedures. Errors in incumbent’s work are usually prevented through supervisory review and notification from other departments or agencies. Undetected errors may result in a loss of time to correct error and inconvenience to other agencies, or the public.

PERSONAL WORK RELATIONSHIPS:

Incumbent maintains communication with co-workers, other County departments, Board of Health, Board of Zoning Appeals members, township trustees, contractors, attorneys, inspectors, developers, engineers, and the public for purposes of exchanging information.

Incumbent reports directly to Planning Director.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs a majority of duties in a standard office environment, involving sitting for long periods, sitting and walking at will, keyboarding, lifting/carrying objects weighing less than 25 pounds, bending and reaching, close/far vision, color perception, fingering/handling/grasping objects, speaking clearly, and hearing sounds/communication.

Incumbent occasionally works evening hours.
