Payment Processor/Judgment Administrator
Incumbent serves as Payment Processor/Judgment Administrator for the Morgan County Treasurer Office, responsible for billing, collecting, and recording various taxes and assisting taxpayers.
DUTIES:
Greet and assist walk-in property taxpayers with cash, check and/or electronic payment of property taxes.
Process property tax payments delivered by mail.
Process property tax payments deposited in drop box.
Process property tax payments credited to bank account by credit card vendor.
Balance daily property tax receipt transactions. Create report(s) detailing the day’s receipts, and documentation of receipt balancing. Count and verify cash drawer and as needed, resolve discrepancies.
Answer telephone calls and greet office visitors. Answer questions about property tax payments, property taxes owe and other treasurer related questions. For questions unrelated to the county treasurer’s office, direct individuals to the proper county, state or federal office for assistance.
Assist with daily reconciliation of all transactions by creating financial transaction update, verification of county auditor documentation of receipts and disbursements, and other financial transactions.
Create the first step of the funds ledger receipting process by creating a treasurer’s receipt for all types of money received; EFT Bank deposits, cash and checks at the counter, county department’s remittance of monthly collections and other non-property tax remittances.
Assist with disbursement of surplus tax by ascertaining the correct person owed the surplus tax, preparation of the accounts payable claim, delivery of claim to claimant and forwarding of claim to county auditor’s office for payment.
Assist with the process and certification of personal property tax judgments, including flagging personal properties for judgments, and processing AFCS payments.
Complete tax clearance form for mobile home permit.
Complete tax clearance form for Alcoholic Beverage Commission (ABC) permits for businesses.
Maintain list of government employee property taxpayers and flag all corresponding property tax parcel(s) in property tax billing system. When applicable notify government units of employees who have delinquent property taxes and the delinquency amount. Governments are required to intercept from payments owed to the employee the tax amounts and remit the intercepted amount to the county treasurer to apply to the delinquent taxes.
Assist with the annual Tax Sale and Commissioners Certificate Sale.
Perform other duties, as assigned.
I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:
High school diploma or HSE required.
Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Working knowledge of and ability to use and interpret standard accounting/bookkeeping terminology and language, perform arithmetic calculations to record and balance accounts, prepare tax collection records, and resolve discrepancies.
Working knowledge of standard English grammar, spelling, and pronunciation and the ability to prepare correspondence and detailed reports.
Working knowledge of basic filing systems and ability to maintain accurate and complete department files and records.
Ability to properly use standard office equipment, including computer, calculator, copier, telephone, postage meter, fax machine, and counterfeit machine.
Ability to effectively communicate orally and in writing with co-workers, other County departments, attorneys, realtors, mortgage and title companies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.
Ability to compare or observe similarities and differences in data, compile, analyze, and make determinations based on data analyses.
Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time and work rapidly for long periods and occasionally under time pressure.
Ability to apply knowledge of people and/or locations, plan and layout assigned work projects.
Ability to occasionally work extended hours and occasionally travel out of town for meetings and conferences, sometimes overnight.
II. RESPONSIBILITY:
Incumbent performs standard and recurring duties with work priorities and schedules determined by service needs of the public, and/or seasonal deadlines. Assignments are guided by definite objectives using a variety of methods or procedures. Incumbent has moderate flexibility and plans/arranges own work, only referring to supervisor for unusual matters. Decisions are determined by specific instructions, or existing well-established policies and procedures. Errors are primarily detected through standard bookkeeping checks. Work errors could result in loss of time to correct error and work delays in other departments and/or agencies.
III. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County Departments, attorneys, realtors, mortgage and title companies, and the public for purposes of exchanging information and rendering service.
Incumbent reports directly to the Treasurer.
IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing under 25 pounds, keyboarding, handling/grasping/fingering objects, close/far vision, speaking clearly, and hearing sounds/communication.
