Chief of EMS Operations
Incumbent serves as Chief of EMS Operations for Morgan County EMS, responsible for overseeing training programs, clinical duties, developing and implementing departmental goals and objectives, and operational management, including Mobile Integrated Health (MIH) program.
DUTIES:
Supervises and directs personnel, including assisting with recruitment, selection, and onboarding processes, overseeing role assignments, responsibilities, and scheduling, ensuring staff coverage,monitoring performance, providing feedback, implementing corrective action as needed,identifying training needs, ensuring staff compliance with certification and standards, addressing personnel issues, and fostering a culture of collaboration, accountability, and high performance.
Develops and manages Field Training Officer program, including mentoring and assessing new personnel, supervising the planning and delivery of clinical and operational training, identifying training needs, ensuring staff meet required certifications, and collaborating with trainers to evaluate effectiveness of programs.
Develops and implements departmental goals and objectives, including conducting evaluations of community health and emergency response needs, collaborating with leadership to establish clear, measurable, and achievable goals, creating policies and protocols to support operations, ensuring deployment of initiatives, allocating resources, addressing challenges, establishing metrics to track progress, and encouraging staff involvement in goal setting.
Ensures patients receive safe, effective, and compassionate care, including enforcing clinical standards and best practices in pre-hospital emergency care, monitoring patient care reports and outcomes to identify areas for improvement, and overseeing clinical incident reviews.
Oversees MIH programs to enhance community health and reduce emergency system strain, including supporting staff with training, resources, and guidance to deliver high quality care and meet program objectives.
Ensures efficient and forward thinking operational management, including assisting transformation of agency into accredited training institute, assisting in managing day-to-day operational logistics, ensuring adherence to operations policies, safety standards, and regulatory requirements, evaluating and optimizing resource utilization, preparing for and responding to challenges such as surges in demand or emergencies, and ensuring coordination of department’s licensure and authorization with Indiana Emergency Medical Services Commission.
Monitors and maintains stock levels of medical, operational, and administrative supplies to meet service demands, overseeing procurement of processes to ensure timely acquisition of high quality, cost-effective supplies and equipment, ensuring supplies meet regulatory safety, and industry standards, implementing strategies to minimize waste and optimize resource utilization, and coordinating the distribution of supplies.
Serves as Incident Command System positions, including but not limited to Incident Commander, Section Director, Branch Director and Division or Group Supervisor, while operating on scene of emergency incident, special event, or other assignment as required.
Performs duties within Emergency Operations Center, including but not limited to maintaining agency operations, continuity of County operations, and supporting and recovering during timesof activation.
Participates in forecasting for additional funds needed for staffing, equipment, materials, and supplies.
Participates on local, regional, State, national, and international working groups and committees for training and organization improvement as assigned.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
High school diploma or HSE, college degree with combination of education and experience equivalent to college degree required, with minimum five (5) to seven (7) years of progressive experience in EMS operations, including at least three (3) years of supervisor or management role and experience in quality assurance/quality improvement programs, clinical protocol development, regulatory compliance, and experience in accreditation processes for training institutes or EMS agencies preferred. Bachelor’s or Master’s degree preferred in Emergency Medical Services, Public Administration, Healthcare Management, or related field.
Must be at least 21 years of age.
Possession of and/or ability to obtain and maintain Paramedic or higher-level provider certification, completion of advanced EMS leadership courses, such as NEMSMA Leadership Programs or equivalent preferred, and Incident Command System (ICS) and National Incident Management System (NIMS) courses, such as 100, 200, 300, 400, 700, and 800.
Ability to meet all County hiring requirements, including passage of a drug test and medical examination.
Comprehensive knowledge of applicable local and state laws, guidelines and accepted emergency medical practices/procedures, with ability to direct operations, clinical standards, and emergency response systems.
Thorough knowledge of current training programs, identifying needs, facilitating professional growth opportunities, assisting in establishing a training institute, and ensuring staff compliance with certifications and standards.
Practical knowledge of operational logistics, including community geography, street names, locations and landmarks and ability to read detailed maps.
Practical knowledge of MIH programs, community health initiatives, and data analysis.
Practical knowledge of resource optimization and supply chain management.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports within established Departmental deadlines.
Working knowledge of Department bloodborne pathogen exposure reporting procedures and ability to utilize universal health precautions to prevent infection from bloodborne pathogens.
Working knowledge of radio frequencies, codes, procedures and limitations, and ability to speak clearly and distinctly, and hear and be heard and understood in person, by radio, and by telephone.

Ability to respond swiftly, rationally and decisively to emergency situations, perform necessary duties and take appropriate action, despite stress of personal injuries or life and death situations.
Ability to operate standard office equipment, such as computer, calculator, copier, fax machine, multi-line telephone, and various EMS equipment.
Ability to develop and maintain culture of excellence, accountability, and continuous improvement.
Ability to effectively communicate orally and in writing with co-workers, other County departments, public safety personnel, County hospital physicians, law enforcement, public works, fire volunteer agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
Shall comply with all Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irrational/distraught persons.
Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to regularly work extended hours, evenings and weekends, and occasionally travel out of town for training and conferences, sometimes overnight.
Ability to respond to emergencies on a 24-hour basis.
Possession of a valid Indiana driver’s license and demonstrated safe driving record, and ability to be insurable to drive assigned vehicles under the County’s insurance policy.
II. DIFFICULTY OF WORK:
Numerous duties are performed that are not directly related to one another. Incumbent operates within well-defined guidelines and rules, and exercises discretion in selecting the appropriate ones to ensue proper completion of assigned tasks.
III. RESPONSIBILITY:
Incumbent is responsible for proper completion of EMS operations and staff, where desired results are clearly indicated.
Incumbent exercise independent judgment in a variety of situationsand circumstances using departmental policies for guidance. Unusual problems or situations are discussed with supervisor, and work product is periodically reviewed for soundness of judgment and conclusions, and overall adherence to with departmental policies.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, public safety personnel, County hospital physicians, law enforcement, public works, fire volunteer agencies,and the public for purposes of forming and executing policies, directing operations, maintaining cooperative work relationships, and making decisions/resolving problems.
Incumbent reports directly to EMS Administrative Director.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs majority of duties in a standard office environment, involving sitting/standing/walking for long periods, sitting/walking at will, driving, keyboarding, pushing/pulling objects, climbing stairs, lifting/carrying persons or heavy equipment over 50 pounds, reaching, bending, crouching/kneeling, close/far vision, color/depth perception, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects.
Incumbent is regularly required to work extended hours, evenings and weekends and occasionally travel out of town for training and conferences, sometimes overnight. Incumbent required to respond to emergencies on a 24-hour basis.
