Morgan County Recycling Director

Incumbent serves as Director for the Morgan County Recycling, responsible for overseeing daily operations of the recycling program, preparing annual budget, filing financial information, and monitoring expenditures.

DUTIES:

Oversees daily operations of the recycling program to ensure proper implementation of Morgan County Recycling (MCR) activities. 

Ensures Recycling location operates in an efficient and safe manner, including being familiar with various materials received for proper disposal or recycling.

Prepares annual budget and other financial reports as required by the State Board of Accounts, Indiana Department of Local Government Finance, Indiana Department of Environmental Management, and Morgan County Government.

Monitors all expenditures, contractor activities and performance with regard to the recycle site for illegal dumping and general appearance of the area.

Supervises assigned staff, including interviewing and making hiring recommendations, providing orientation for new employees, planning, delegating, and monitoring work assignments to assigned staff, tracking hours and benefits, and informing assigned staff of organizational developments needed to carry out position responsibilities.

Prepares reports for the Morgan County Board of Commissioners. Reviews and analyzes assorted technical reports related to recycling.

Attends state and regional meetings pertaining to Indiana recycling activities, keeping up to date on all areas of recycling issues, laws, regulations, methods, and policies as it pertains to Morgan County Recycling.

Serves as liaison for Morgan County Recycling and other recycling and solid waste districts and organizations.

Researches, writes, and submits grant applications for various activities including, but not limited to recycling.

Responds to citizens and other various departments or agencies via telephone, email, or written inquiries in a timely, professional manner.

Responds to complaints from citizens, assesses nature of complaints, and formulates and implements corrective actions.

Negotiates agreements and contracts as required.

Develops, coordinates, and manages programming including conservation, natural resources, and environmental education events for teachers, adults, youth, and families. Coordinates and hosts biannual events to collect toxic items from Morgan County residents.

Provides support to district and employees by assisting as necessary with unloading resident vehicles, team lifting heavy materials, operating forklift, as well as sorting, packing, preparing and labeling hazardous waste drums and electronic waste pallets for shipping.

Reviews policies and procedures manual and recommends updates to Morgan County Board of Commissioners.

Performs related duties assigned.

I.  JOB REQUIREMENTS:

Baccalaureate Degree in Environment Science, General Studies, or related field, or a minimum of three (3) to five (5) years experience in related field required.

Ability to meet all department hiring requirements, including passage of a drug test.

Must be at least 18 years of age.

Working knowledge of budget preparation and administration, including ability to accurately forecast revenues, expenditures, and costs of various operation and procedures.

Knowledge of principles, practices, methods, and techniques relative to recycling, methods used in public sector administration, and ability to apply these principles and procedures

Ability to provide public access to, or maintain confidentiality of, district information/records according to state requirements.

Shall comply with all employer/district personnel policies and work rules including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to operate a variety of equipment and software, including computer, calculator, fax machine, printer, copier, vehicle, and Microsoft Office.

Ability to effectively communicate orally and in writing with co-workers, vendors, other County districts, State Board of Accounts, local and state officials, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities

Ability to make complex mathematical calculations, analyze survey and other data, read and interpret detailed prints, maps, and specifications, and prepare detailed documents and reports as required.

Ability to plan and layout assigned work projects.

Ability to compare or observe similarities and differences between data.

Ability to compile, classify, analyze, and evaluate data, make determinations based on data analysis, and fabricate data to discover facts or develop concepts.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work on several tasks at the same time and work rapidly for long periods often amidst frequent distractions and interruptions, occasionally under time pressure.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to completely serve the public with diplomacy and respect, including occasional encounters with irate/hostile individuals.

Ability to compile, analyze and evaluate data, make determinations, and take action based on data analysis.

Ability to testify in legal proceedings/court.

Ability to occasionally work extended hours, weekends, and evenings, travel out of town for meetings/conferences.

Possession of a valid Indiana driver’s license and demonstrated safe driving record.

II.  DIFFICULTY OF WORK:

Incumbent performs a limited number of regular and recuring duties. Incumbent utilizes general instructions, guidelines, and rules, selecting the appropriate ones to apply to specific tasks.

III.  RESPONSIBILITY:

Incumbent is responsible for proper and timely completion of assigned tasks, where intended results are clearly specified. Unusual situations or problems may be discussed with supervisor but incumbent’s decision on a wide array of complex issues have a major impact on departmental operations. Work product is periodically reviewed for compliance with legal requirements and compliance with the department policies. Incumbent regularly makes decisions in the absence of policies and is subject to guidance form the Morgan County Board of Commissioners.

III.  PERSONAL WORK RELATIONSHIPS

Incumbent maintains frequent communication with co-workers, vendors, other County districts, State Board of Accounts, local and state officials and the public, for purposes of giving and receiving information, rendering service instructing, exchanging ideas, and mentoring.

Incumbent is appointed by and serves at the pleasure of the Morgan County Board of Commissioners. Incumbent reports day to day activities to the County Administrator.

IV.  PHYSICAL EFFORT AND WORK ENVIRONMENT

Incumbent performs duties in standard office environment, storeroom/outdoors, and vehicle including driving, sitting/walking at will, standing/walking for long periods, lifting/carrying objects weighing under 50 pounds, handling/grasping objects, crouching/kneeling, bending/reaching, speaking clearly, and hearing sounds/communication, excessive noise, grease, dirt, dust, toxic chemicals, vehicle fumes, working in extreme temperatures, wet/icy conditions, inclement weather, and walking on uneven grounds. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing and equipment.

Incumbent occasionally works extended hours, weekends, and evenings, travels out of town for meetings/conferences.

V.  OTHER

Specific job duties and job requirements are established at the discretion of the County Commissioners. A person appointed to the Director position works for the Morgan County Board of Commissioners and may be terminated by Morgan County Board of Commissioners at any time.
